What is HRM?

Human resource management involves all management decisions and practices that directly affect or influence the people, or human resources, who work for the organization. In other words, Human resource management is concerned with ‘people centric issues’ in management.

The Human Resources Management (HRM) function includes a variety of activities, and key among them is deciding what staffing needs you have and whether to use independent contractors or hire employees to fill these needs, recruiting and training the best employees, ensuring they are high performers, dealing with performance issues, and ensuring your personnel and management practices conform to various regulations. Activities also include managing your approach to employee benefits and compensation, employee records and personnel policies (Human Resource Executive online, 2009)

Usually small businesses (for-profit or nonprofit) have to carry out these activities themselves because they can't yet afford part or full time help. However, they should always ensure that employees have and are aware of  personnel policies which conform to current regulations. These policies are often in the form of employee manuals, which all employees have.

What is personnel management?

Till 1930s, it was not felt necessary to have a separate discipline of management called "Personnel Management". In fact, this job was assigned as part of the factory manager. Adam Smith's concept of factory was that it consists of three resources, land, labour and capital. This factory manager is expected to "procure, process and peddle (sell or get rid of)" labour as one of the resources. 

The first time when such a specialist person was used; it was to maintain a buffer between employer and employee to meet the legitimate need of employees. However it is the employer who decided what “legitimate need” of his employees is. In fact, the specialist person was more needed to prevent "unionisation" of employees (Hitesh Bhasin, October 18,2019)

DIFFERENCES BETWEEN HRM AND PERSONNEL MANAGEMENT.

For those who recognize a difference between personnel management and human resources, the difference can be described as philosophical. Personnel management is more administrative in nature, dealing with payroll, complying with employment law, and handling related tasks. Human resources, on the other hand, is responsible for managing a workforce as one of the primary resources that contributes to the success of an organization. 

When a difference between personnel management and human resources is recognized, human resources are described as much broader in scope than personnel management. Human resources is said to incorporate and develop personnel management tasks, while seeking to create and develop teams of workers for the benefit of the organization. A primary goal of human resources is to enable employees to work to a maximum level of efficiency. 

Personnel management can include administrative tasks that are both traditional and routine. It can be described as reactive, providing a response to demands and concerns as they are presented. By contrast, human resources involves ongoing strategies to manage and develop an organization's workforce. It is proactive, as it involves the continuous development of functions and policies for the purposes of improving a company's workforce.

  • Personnel management is often considered an independent function of an organization. 

  • Human resource management, on the other hand, tends to be an integral part of overall company function. 

  • Personnel management is typically the sole responsibility of an organization's personnel department. 

  • With human resources, all of an organization's managers are often involved in some manner, and a chief goal may be to have managers of various departments develop the skills necessary to handle personnel related tasks. 

  • As far as motivators are concerned, personnel management typically seeks to motivate employees with such things as compensation, bonuses, rewards, and the simplification of work responsibilities.

  3. In addition to your view there are many challenges for human resources managers face in today's business world other than recruitment, training and development and performance appraisal. They have to deal with trade unions, physical and emotional stability of employees, keeping the balance between employees and management, compliance with laws and regulations and retaining talented employees are some of those.

    You have captured the process revolution of the HRM theory which by making us understand the underlying causes and effects of HRM and peoples mamagment

    As metioned peoples managment more or less a type of clerical work less focus was given in many aspects of the welbeing of the employee

    Especially the training and development ,motivations and grievance managments are most important but lacking part of the peoples managment

    But HRM captures the above but it is a personal belive that HRM dose the same in a systemetic manner
